Obligation-First v0.3.0-draft

Draft release federating record @id values and binding cross-adopter interoperability to standard identifier crosswalks declared in per-adopter .well-known naming profiles. Additive and non-breaking to v0.1 and v0.2 adopter records. Superseded the same day by v0.3.1.
