Obligation-First v0.3.1

Realigns every user-facing, agent-facing, and documentation surface to the v0.3 @id-federation model, and all four worked examples to a neutral example namespace with identifier crosswalks. Drops the -draft version suffix from this release forward. No schema migration is required for adopters.
