# Obligation-First v0.6.5

Offline qualified-time reference tooling now ships with the reference package. It preserves expected/fallback branches, date precision, explicit as-of and missing/conflicting evidence. It does not establish legal applicability, predecessor operative history or production serialization.

The website includes all 136 vocabulary documentation targets and context aliases. The prepared w3id contribution is tested locally; external submission and permanent-IRI resolution remain pending. Existing identifiers and v0.6 record schemas are preserved.

Validation: full OF tests, owner canonical CI and federation gates; clean source-package smoke and live verification are required during delivery.
